It's placed at a random position within your current window and given one of six random pastel colors, then opens straight into edit mode so you can start typing immediately.
Can I drag a note to reposition it?
No, each note keeps the random position it was given when created, you can still edit or delete it in place, but there's no drag-to-move interaction.
